The Supplemental Information to the Adjudicative Guidelines is a large compendium of background information and reference materials on the diverse human behaviors covered by the 13 issue areas of adjudicative concern. As noted below, Supplemental Information is not U.S. Government policy. It was approved by the Personnel Security Committee of the Security Policy Board as a job aid to assist security personnel in making informed judgments to implement policy.

The ADR is a tool to assist security clearance adjudicators and investigators and security managers in implementing the U.S. Government personnel security program. It has also proven useful to appeals panels and lawyers dealing with security clearance decisions, personnel officers making suitability and trustworthiness decisions, and Employee Assistance Program counselors.
